I think they do interesting work. I hope main point to always ask. Groups like the pack and the pa, see connect and have good connections and understandings together. I they can be they they share similar thinking on a lot items. And yet in some ways they can be very different. I hope it can be ways to bring the 2 groups together and in the importance of the pack, building a safe, safe roads for their bicycle future for the bicycle picture. I hope they can want to be accountable with the tech involved learning that language and understanding together. Good look how we can do that as a community process item. Distinctly appointments to community police advisory board. Am I getting the sense that these persons recommended are the people taking over from the previous people who have dismissed. I'd said if this is a case, it is the case this is as happening, I hope they're the previous leadership that previous thinking can find a place in the future of Oakland and that it can be a good voice and a respected voice and an important voice and we can continue. The balance in what our future can be. Good luck. How we find a really good balance and that all voices can be respected and have a place in our community process. 3.3 is. Council rules and procedure of my gosh, call-up the state of California created Senate Bill 707. All public meetings in California Underground Act rules have to follow Zoom in the future. So I think this is what this is addressing. Good. It's it's a very nice thing to do. Offers a lot more public accessibility that people can call you. Zoom Republic meetings now, I don't know how Oakland's going to use it. Good luck in in working with community on that. And it does have to address, unfortunately, voices from many different people. Good luck working out good. A legal concepts and that we can all understand is a community process and that the is incredibly important trustworthy and good luck that we develop that as a community. We all can do that together. And I'm yeah. So thanks. Thanks for the items here today. Thank you. MISS A beat going sit MR. Dalli Kevin, please unmute yourself and begin your comment. Is it items. Number one item number one on the pending Anything else? Speakers? As a please approach pope. As a push the podium in any order. Please state your name for the record before beginning. Kim and Ali. Blair beat Brianna Horton and rising Mundial. Rushdie mental district. 4. I'm asking that item 24, 0, 3, 3, 6, be placed back on a future council agenda. For months. We've heard the same concern. Oakland's police oversight system has structural problems, overlapping roles, unclear authority and gaps and accountability. The city auditor was clear. This is not just about staffing. It's about governance. And when governance is unclear, the outcome is predictable and consistent process on certain authority and decisions that don't hold up to public scrutiny. Item 24, 0, 3, 3, 6, begins to address this by simplifying appointments and restoring clear lines of accountability. But the bigger question remains, is this system actually working dies 24, 0, 3, 3, 6, gives council the chance to answer in that openly and with the public because if we don't take this up now we are accepting a system where accountability is optional. Thank you. Thank you for your comments. Move into the zone. Speakers. Starting with MR. Beekman please unmute yourself and begin your comments. Wear big I want to comment on the upcoming finance Thanks for the previous words, the public comment that could speak to concepts of balance and then we practice valens well in a picture of appointment process, good luck. And those sort of efforts. I mean, just finance things coming up that you are going to continue to tough. Talk about public safety overtime for opd. I thought it was a really discussion finance on MARCH 10 as all the meetings with her committee meetings that day, it was just a really informative lesson to me. And public comment. I did. You know, the police operate. I that I felt good factual information trying to be as honest as possible. And community also offered really good public comment in return. And I think it was just a great session and I hope you continue those sort of effort learning and understanding I'm interested finance They'll be handling the future of the traffic issues that count suppressing Gallo. Very nicely. Spoke to back in JANUARY, FEBRUARY the state of California can have an important part in the future cast collection and we don't have to pay for the services. How is that going? The the recent funding from JANUARY? It's going to end probably around late APRIL MAY. I would guess how is that going over And just a good luck in in addressing on the tech accountability issues needed in that not subject you know, littered check traffic issues in step by. If do that openly unaccountably, it invites better selves and best practices and that's how you build a city. Thank you. Thank you your comments. MISS To Beekman going to MISTER Dalli. Please unmute yourself and begin your comments. But this Kevin Galley and to discuss the pending list for the Finance Committee requesting that replaced the items related to the position parking administrator that on the pending list for finance and make sure that the item to appear on the Finance committee before the items made to count full, hoping that they are put on when the city administrator slated to present Partin minister that pulled from the finance committee at a meeting in in the back and forth. We never quite but the 2 positions back on the pending lists buying it. It's important or council that followed the normal procedure and help finance committee consider the positions before they come to the Polk Thank you. Thank you for your comments. All names have been caught. So no ting item one. Item one. See the sending that APRIL 20 for sending that to the pending less. Is that correct? No date specific entertain a motion. And a reminder, APRIL 21st Finance Committee will start at 09:00am. Move approval of the penniless. On the motion by Council member Brown sing My Councilmember 5 to approve that pending Liz Council member Brown. I Councilmember 5. I count. I'm sorry. Council. PRESIDENT Jenkins. Noting that Councilmember Ramachandran is excuse motion passes with a vote of 3 eyes. That was all of your scheduling in action items for this meeting. Moving to open form. Kevin Valley, the men in this crash, is approach the podium. And region so I can easily identify 3 years resting on district. 4. The police commission just made a major decision off agenda and out of public view. Commissioner was elevated in closed session, but that decision was not listed on the agenda. So the public had no notice and no opportunity to comment. That alone undermines public trust. And that's inconsistent in MAY 2024, this was handled in open session with the public agenda and a vote. So the question is simple. Why was this handled differently this time? This individual is rejected twice by city Council, but now its position to become a full commissioner anyway, if council said know, how does this process respect that decision? Council Oakland is still under federal oversight and the court has been clear progress depends on alignment and collaboration. Actions like this create confusion and conflict when the city needs to be working together at a time in Oakland is so close to exiting federal oversight that carries real risk. Thank you. Speaker Blair Beekman. Please unmute yourself begin your comments. I thank you. Sb 707, starts the beginning JULY. The zoom item for the public. Good luck. And what can do is community together. Before then. What else they want to mention the strong mayor issues us a real good luck I heard the words from public comment about governance and man, I thought that was such beautiful tournament. So well describe that. However, we move forward. I hope it's toward governance and I I being from San Diego, you know, they've been the council committee process has been trying to develop, you know, really good examples of governance, a better governance. A strong mayor keeps rejected it in San Diego. Is that what's going to happen? And Oakland, we can only accept examples if it's from the strong mayor position. Governance is vitally important good luck and how we can do that. I think it can come from. A council city manager position. Thank you. MISS A big move for your Names have been called. Thank you. This meeting is
